What has changed in February 2023?

Almost immediately after the full-scale invasion, Decree No. 168 of the Cabinet of Ministers of February 28, 2022 the monetary allowance of military personnel was increased on the principle that those who are directly involved in hostilities or in ensuring the implementation of measures for national security and defense received an additional remuneration in the amount of UAH 100 000, and all the rest - UAH 30 000. For example, the shooter of the ground forces received 13 244 UAH. monetary allowance, and after a full-scale invasion, if he does not take a direct part in hostilities, it increases to 43 244 hryvnias, and if he does, then up to 113 244 hryvnias. per month. Also, this decree of the Cabinet of Ministers introduced new principles of monetary allowance for those who were wounded, captured, considered missing or dead.

Approximately a year later, in February 2023, changes were made to this resolution, which differentiated the amount of remuneration depending on the place, conditions and characteristics of the service. Thus, the remuneration for direct participation in hostilities remained unchanged in the amount of UAH 100 000, but the remuneration of UAH 30 000, which was previously provided to almost all military personnel, remained only for those who perform tasks in combat areas, but at the same time does not directly participate in battles with the enemy. That is, depending on the location, risks and complexity of tasks, monetary assistance was redistributed in order to comply with the principles of justice and stimulate soldiers. Now, if conditionally the same rifleman of the ground forces with a monetary support of UAH 13 244 serves on the border with Poland, he does not receive additional remuneration; if he serves near Kharkov and performs combat (special tasks), he will receive 13 244 + 30 000 = 33 244 UAH, but if he takes a direct part in the hostilities near Bakhmut, he will receive 13 244 + 100 000 = 113 244 UAH. This is all conditional, but in this way the principle of change is more understandable.

Cash allowance

According to by order of the Ministry of Education and Science No. 260 of June 07, 2018 "On approval of the Procedure for the payment of monetary allowances to the military personnel of the Armed Forces of Ukraine and some other persons", The monetary allowance of military personnel consists of:

• Monthly main types of allowance:

    - official salary
    - salary for military rank
    - seniority bonus

• monthly additional types of allowance:

    - salary increase
    - allowances
    - surcharges
    - remuneration is related to ensuring cyber security and cyber protection
    - premium

• one-time additional types of allowance:

    - remuneration (including additional remuneration for the period of martial law)
    -help

The official salary can be called the monthly wage, depending on the tariff category of the military man - it affects the coefficient multiplied by the subsistence minimum for able-bodied persons, and thus you can get the official salary. All parameters are listed in Resolution of the Cabinet of Ministers No. 704 of August 30, 2017, but belonging to one or another tariff category of a particular position can be found in Order of the Ministry of Defense No. 317 of September 07, 2020. For example, a shooter with a tariff category of 5 has a tariff coefficient of 1.6, multiplied by the subsistence minimum for able-bodied persons of 2684 UAH. and we get the official salary 1.6x2684 = 4294.4 UAH.

The salary for military rank is also determined according to the table in the above resolution, there is also a tariff coefficient multiplied by the same living wage. For example, our conditional shooter has the military rank of "soldier", his tariff coefficient is 0.3 - this coefficient is multiplied by the cost of living for able-bodied persons 2684 UAH. and get a salary for military rank 0.3 x 2684 = 805.5 UAH.

The seniority bonus is also determined according to the table in the above resolution, but instead of the coefficient, the percentage is indicated there, applied to the official salary, taking into account the salary for the military (special) rank. For example, our conditional shooter has already served for a year, and he has a 25% bonus to the official salary, which we calculated earlier, which is 4294.4 UAH, and this bonus will be 1073.6 UAH.

In general, our conditional shooter receives monthly basic types of monetary allowance in the amount of 6173.5 UAH.

As for additional types of allowance, we can say the following:

- an increase in the official salary is applied when serving in mountainous areas, on about. Serpentine, if the cadet is studying "good" or "excellent", etc.

- allowances are provided for some features of the service, such as service in the MTR or for qualifications (for example, a sniper) or qualification category (for example, a surgeon), work under regime restrictions, for length of service in encryption work, honorary and sports titles etc. These allowances are also in percentages applied to the official salary (usually from 3 to 9%)

- additional payments are provided for an academic degree or academic title, also as a percentage applied to the official salary (usually 5 or 10%)

- the bonus can be paid monthly in accordance with the personal contribution of the serviceman to the overall results of the service (at least 10% of the official salary). As a rule, it depends on discipline and the absence of disciplinary sanctions. Receiving "reprimands" - all further bonuses will be reduced by a certain percentage, or if the serviceman has consumed alcoholic beverages - the bonus for this month may be deprived.

Regarding one-time additional types of monetary allowance, we can say the following:

- remuneration is provided to military personnel for special actions or conditions of service, it includes both the above-mentioned financial assistance of UAH 30,000 and 100,000, and, for example, remuneration for parachuting, for performing tasks on ships, demining , diving work, etc. It is also tied to a percentage of the official salary, depending on the severity or risks (from 1 to 10%)

- assistance is provided to military personnel after they conclude their first contract (8-10 living wages for able-bodied persons), for health improvement or solving social and domestic issues (once a year in the amount of monetary allowance per month), etc.< /p>

So, the salary of a serviceman consists of many factors that are individual for each and may vary depending on the position, rank, length of service, qualifications, dexterity, discipline, places of service, unit, nature of tasks and other factors. After analyzing the comparative tables of changes in pay for 2022 and 2023, which the MOU published for the media, we can conclude that the average allowance of a serviceman of the Airborne Assault Forces is more than a serviceman of the Ground Forces, not because they simply belong to this unit, but because according to length of service, qualifications, dexterity, discipline, nature and specifics of work, they receive more well-deserved additional payments, allowances and rewards, which affect the average performance.

But the most significant addition for the majority here is a monetary reward when completing a task in combat areas (UAH 30 000), and with direct participation in battles with the enemy (UAH 100 000). Let's consider it in more detail.

More details about the monetary reward 30 000/100 000 UAH

As stated in the resolution No. 168 of the Cabinet of Ministers of February 28, 2022, in addition to military personnel of the Armed Forces of Ukraine, additional monetary remuneration is paid:

• • security personnel
• • military personnel of the Foreign Intelligence Service
• • servicemen of the Main Directorate of Intelligence of the Ministry of Defense, servicemen of the National Guard
• • servicemen of the State Border Service
• • servicemen of the State Security Department
• • servicemen of the State Service for Special Communications and Information Protection, servicemen of the State Special Transport Service
• • Military prosecutors of the Office of the Attorney General
• • to private and commanding staff of the State Emergency Service
• • employees of the Judicial Security Service
• • to senior officials of the Special Operations Department of the National Anti-Corruption Bureau
• • police

Money remuneration is accrued proportionally per month (if we are talking about completing a task in combat areas without direct participation) or per month in proportion to the time of participation in actions and events (if we are talking about direct participation in hostilities). That is, if our conditional shooter fought in the east for 15 days, and then there was a rotation and his unit was sent along with him to guard the border with Poland, where he spent another 15 days, then for a month (30 days) he should be charged 50,000 UAH. additional reward (only half a month he was directly involved in hostilities).

The payment of this monetary reward is carried out on the basis of orders from commanders (chiefs).

The additional monetary reward, which amounts to UAH 100,000, also includes the following persons:

• • in connection with an injury (contusion, trauma, mutilation) being hospitalized in healthcare facilities, including foreign ones. This also includes the time of movement between health care institutions, stay on leave for treatment after a serious injury according to the conclusion (decree) of the military medical (medical expert, medical) commission
• • were captured (except in cases of voluntary surrender) or hostages, as well as interned in neutral states or missing
• • died (died as a result of wounds, injuries received after the introduction of martial law). Then the payment is made for the entire month in which the person died (died)

Financial assistance 15 000 000 UAH families of the victims

The families of the dead servicemen, as well as other persons entitled to a monetary reward of UAH 30,000 and 100,000, are paid a one-time financial assistance in the amount of UAH 15,000,000, which is distributed in equal shares to all recipients, except:

• • citizens of the Russian Federation or the Republic of Belarus and persons permanently residing in the territories of these countries
• • persons convicted of high treason, collaboration activities, complicity with the aggressor state

The "family" means parents, one of the spouses who did not marry a second time, children under the age of majority, dependents of the deceased (deceased). Dependents are considered family members who are entitled to a pension in the event of loss of a breadwinner in accordance withLaw of Ukraine "On pensions for persons discharged from military service, and some other persons".

Persons eligible for a lump sum cash benefit may exercise their cash benefit eligibility from the date of death on the death certificate. In case of refusal of persons entitled to receive this benefit, or if they have not exercised such a right within three years from the date of occurrence, their shares are distributed among other persons entitled to this. If this financial assistance was assigned and paid, and then other persons entitled to it turned to it, the issue of redistribution of the amount is resolved by mutual agreement of the persons or in court.

Money assistance is also paid to the families of the dead, who died as a result of injury (concussion, trauma, mutilation) within a year after this injury, if it was received during the period of martial law during the defense of the Motherland, participation in hostilities or ensuring the implementation of measures on national security and defense, repulse and deterrence of armed aggression, being directly in the areas of their jurisdiction (implementation).

If the family of the deceased is entitled to receive this lump sum cash benefit, as well as another lump sum cash benefit or compensation payment established by other acts of legislation, then only one of such payments of its choice is made.

If a serviceman is missing, financial assistance is paid after he is declared dead in a court of law or his final exclusion from the lists of personnel of the military unit. Military personnel are considered missing if there is no information about them for more than 15 days (except for cases of unauthorized departure from a military unit or place of service). The court also has the right to recognize the missing dead after 2 years from the date of termination (cancellation) of martial law, but subject to the known reasons for the disappearance, it can announce the death earlier, but this will not happen before the expiration of 6 months (for example, when the disappearance occurred during the time of the combat mission). Financial assistance in these cases is also provided on the basis of the order of the commander (chief) of the military unit (or institution or organization) after the application of family members, which can be provided within three years from the date of recognition of the missing military.

Payment for medical treatment

Sick leave allowances are not accrued or paid for military personnel, as is customary for civilians, but they retain monetary allowance for the duration of illness, along with the additional remuneration provided above for the duration of martial law. The payment of monetary allowance does not depend on the place of treatment - it can be both military and civilian healthcare institutions, including foreign ones.

Law of Ukraine "On social and legal protection of military personnel and members of their families" free qualified medical care is provided in military medical healthcare institutions, and in their absence or in urgent cases - in state or municipal healthcare institutions at the expense of the Ministry of Defense of Ukraine, other military formations and law enforcement agencies formed in accordance with the laws of Ukraine.

Military personnel and other persons who were directly involved in the implementation of measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, being directly in the areas of implementation of these measures, according to the conclusion of the VLK, may be sent to medical institutions located outside of Ukraine for further medical care or medical and psychological rehabilitation there. In this case, reimbursement of the cost of travel and payment for medical care or rehabilitation services is carried out at the expense of the state budget, except for the cases when such assistance is provided at the expense of the host country.

Other financial benefits

In addition to free qualified medical care, military personnel have the right to:

• • sanatorium treatment and recreation for them and their families with preferential payment for the cost of vouchers in sanatoriums, rest houses, boarding houses and tourist camps of the Ministry of Defense of Ukraine
• • gratuitous travel by rail, air, water and automobile (excluding taxis) business transport, vacation within Ukraine, when transferring to a new place of military service or in connection with relocation (together with family members), as well as for transportation baggage to the place of residence, chosen upon dismissal from military service, within Ukraine. There is also a mechanism for reimbursement of actual expenses associated with travel on a regular vacation, when purchasing travel documents at your own expense
• • military personnel are not charged penalties, penalties for failure to fulfill obligations to enterprises, institutions and organizations of all forms of ownership, as well as interest on loans from the beginning to the end of the special period
• • provision of residential premises or monetary compensation for sublease (hiring) of residential premises by them
• • payment of severance pay at the place of work upon conscription or acceptance into military service. In these cases, they also retain their place of work, position and average earnings.
• • Pensions

Serviceman's pension

The pension, or more correctly, the pension provision of a serviceman, is mainly regulated Law of Ukraine "On pensions for persons discharged from military service and some other persons". They are provided with the following types of pensions:

• • for long service
• • by disability (if it occurred during service)
• • in case of loss of a breadwinner (assigned to the families of the deceased)

The seniority pension is calculated individually for each dismissed military man, it is tied to the percentage of the amount of monetary allowance (official salary, military rank salary, seniority bonus + other types of monthly types of monetary allowance). Rules for calculating pensions for military personnel:

• • if a person has more than 20 years of service, this is 50% + 3% for each year of service of more than 20 years
• • if a person is dismissed due to age or health reasons - this is 55% + 3% for each year of service over 20 years
• • if the dismissal occurred in connection with the reform of the Armed Forces of Ukraine - this is 50% + 3% for each year of service for more than 20 years, but in total no more than 65%
• • if a person has an insurance record of 25 years, of which at least 12 years and 6 months is military service - this is 50% + 1% for each year of experience over 25 years

If a serviceman took part in hostilities in wartime, participated in the ATO / JFO, he is credited with years of service on preferential terms - one month of service for three.

The maximum pension for long service should not exceed 70% of the corresponding amounts of monetary allowance (except for persons involved in the liquidation of the accident at the Chernobyl nuclear power plant of category I - 100%, category II - 95%) persons who have lost their ability to work (now it is 2093 UAH)

Disability pension is calculated depending on the causes and disability group. If they came as a result of the war, then the rules for calculating pensions are as follows:

• • Group I - 100%
• • Group II – 80%
• • Group III – 60%

If not as a result of war, then the rules are:

• • Group I - 70%
• • Group II - 60%
• • Group III – 40%

Survivor's pension is assigned to the family of a serviceman if he died in the line of duty. Parents, wife (spouse) and a disabled family member (child) are entitled to it - 70% of the salary of the deceased each. If there are two or more disabled members (children), each receives a pension of 50% of the salary of the deceased. The same calculation principle, regardless of the cause of death of the breadwinner, applies to family members of war-disabled persons who have died and to family members that include children who have lost both parents. If death occurred as a result of an accident not related to the performance of military service duties, or due to illness associated with the service, this is 30% of the income of the breadwinner. At the same time, the minimum pension in case of loss of a breadwinner is 2 subsistence minimums for persons who have lost their ability to work (2 x 2093 = 4186 UAH)

The maximum pension in Ukraine at present is 10 living wages for people who have lost their ability to work, that is, 20,930 UAH. According to the Law of Ukraine "On Amendments to Certain Laws of Ukraine on Improving Pension Legislation", indexation of pensions will be carried out annually on March 1.
